  Wendy's Testing Combo Substitutions   
   
Wendy's has announced it is testing in three cities the option for consumers to substitute chili, baked potato, or salad at no charge in combo meals. The Dublin, Ohio-based chain in testing the concept in New Orleans; Portland, Oregon; and Charleston, West Virginia. The outcome of the test will determine whether Wendy's will roll out the option to all its restaurants in North America.
